"Representative Gary Glenn, R-Midland, says the problem with that (is) it's an alleged theft ring. 'These bills would raise the legal standard of proof to clear and convincing evidence that anything seized by law enforcement was in fact connected to criminal activity,' says Rep. Glenn by phone Thursday.
...In 2013, law enforcement across Michigan seized $22 million in assets according to a report by Michigan State Police. But only 94-percent of law enforcement agencies submitted a report. ...The new bill would also mandate all agencies report what they have seized.
'We’re just raising the bar to make sure our law enforcement officials can continue to do their job, but we protect the private property rights of innocent citizens,' says Glenn."
